Subject: Public Records Act request for records relating to Paragraphs (c) and (d) of Special Condition 5 of the Los Osos Wastewater Project (LOWWP) Coastal Development Permit (CDP).

Dear Sirs/Madams:

Pursuant to Government Code sections 6253 and 6253.1, part of the California Public Records Act (CPRA), I am requesting full and accurate copies of the public records specified below. For purposes of compliance with this PRA request, please consider the definition of the terms “public records” as set forth in Government Code section 6252.1.

Records Requested:

1. Records relating to Paragraph (b), the “Water Conservation Program” of Special Condition 5 of the 2010 Coastal Development Permit (CDP) for the Los Osos Wastewater Project (LOWWP), including but not limited to the official budget of the program and measures and programs developed to comply with Paragraph (b) by year, since approval of the CDP to the present,

further including but not limited to specific conservation measures implemented, program results, and expenses charged to the $5 million required allocation by specific type and category (e.g., administration, outreach, water surveys, rebates for washers, personnel costs), further including but not limited the official exact remaining balance of the $5 million required allocation for the program.

2. Records relating to Paragraphs (c) and (d)--the “Monitoring Program” and “Reporting and Adaptive Management Program”--of Special Condition 5 of the LOWWP 2010 CDP, by year, from approval of the CDP up to the present, including but not limited to all draft and final “annual reports” referred to in Paragraph (d) and all supporting documentation of “annual reports,” further including but not limited to all monitoring data and related analyses, conclusions, and reports prepared by County staff, consultants or other personnel or entities working with or for the County on any part or phase of the preparation or development of the information required in Paragraphs (c) and (d) of Special Condition 5.

3. Records of all emails and other communications since January 2014 between the County (staff and officials) and the Coastal Commission (staff and Commissioners) relating to or referring to the LOWWP CDP Special Condition 5.
